The role of digital human resource management in improving employee performance with the mediating role of digital empowerment of employees in government organizations (Case study: Shiraz University)

In the era of digital transformation, the use of new technologies in human resource management is recognized as one of the key factors in improving employee performance and enhancing organizational efficiency. The aim of this study is to investigate the role of digital human resource management in improving employee performance by mediating the digital empowerment of employees in government organizations. The statistical population of the study consists of all managers and administrative staff of Shiraz University; their number is estimated to be 843 people, of which 368 people were selected as a statistical sample based on the Morgan table. The research method is applied in terms of purpose and descriptive in nature. The data collection tool is a standardized and localized questionnaire that includes three main constructs:
1. Digital human resource management with the dimensions of process automation, use of technology, knowledge management, and internal communications;
2. Digital empowerment of employees with the dimensions of technical skills, digital literacy, motivation, and readiness for technology;
3. Employee performance with the dimensions of productivity, work quality, job satisfaction, and participation in service provision.
The reliability of the constructs was examined using Cronbach's alpha, with all values above 0.7 reported, indicating the desired reliability of the research instrument. Smart PLS software was used to test the conceptual model and research hypotheses. The results of the study showed that digital human resource management has a positive and significant effect on the digital empowerment of employees and their performance. Also, digital empowerment of employees directly affects their performance and plays a significant mediating role between digital human resource management and employee performance. The findings indicate that digitalization of human resource processes, while increasing the skills and technological readiness of employees, paves the way for improving the performance and effectiveness of government organizations, including Shiraz University.
